Restricted procedure: End of Programme Evaluation for Water Sector Trust Fund (WSTF) European Union Supporting Horn of Africa Resilience (EUSHARE) Programme - Kenya

In 2009, the Government of Kenya signed an agreement with the Government of Denmark for the implementation of the Natural Resource Management Programme (NRMP) of which the Medium Term ASAL Programme (MTAP) under the Ministry of the then Northern Kenya and other Arid Lands was implemented. However, in 2013 the Ministry was restructured to a State Department in the Ministry of Devolution and Planning where the MTAP Programme was now anchored and implemented. In 2014, the Government of Denmark extended the MTAP Programme into second phase with a budget of Euros 8.137 Million, which was co-financed by Danida and the European Union under Support for Horn of Africa Resilience Programme (EUSHARE) through a delegated cooperation. Water Sector Trust Fund (WSTF) was assigned to implement the delegated cooperation following a successful end of phase one of the Medium Term Programme (MTAP) funded by DANIDA in six (6) ASAL Counties in Northern and Coastal Kenya namely Garissa, Wajir, Marsabit, Isiolo, Tana River and Lamu.

The Programme provided support to WSTF and its sub-grantees-Community Based Organizations (CBOs) and Water Resources Users Associations (WRUAs) within the 6 counties and focused on three (3) Outputs namely: 1) Water Resources Associations Development Cycle (WDC); 2) Investment in water and sanitation services; and 3) Capacity building, management and financial oversight. The Programme is coming to and end at the beginning of May 2019 and this assignment seeks a consultant firm that will conduct an end of Programme evaluation for the Programme.

The main objectives of the end of Programme evaluation are to:
1) Assess implementation of the project by Danida and partners during the four years against the key targets as per the DAC evaluation criteria of efficiency, effectiveness, relevance, sustainability and impact; 2) Review the value addition, efficiency and effectiveness of working in the delegated partnership;3) Assess the impact of the project on the target communities against the project outcomes;4) Document the project’s key lessons learnt and best practices that include choice of field projects, gender considerations and accountability, beneficiaries, and other stakeholders.

Scope of the contract
The evaluation will commence by 30th May 2019 and be completed by end of 31st August 2019.
