Open procedure: Process Consultant to assist the Danish Embassy in Bangladesh with the programming cycle of the next phase of the Bangladesh Country Programme

Description:
The Danish Embassy in Bangladesh has initiated the process of identifying and designing the next phase (2021-2026) of the Bangladesh Country Programme (BCP). As part of this process, the Embassy will also be drafting a new Country Policy Paper (CPP) covering the same period. A first major deliverable in the process is a joint submission to the Danida Programme Committee of the CPP itself and a BCP Concept Note in February 2020. The new BCP will build on the results and experiences of the current BCP (2016-2021) and is envisaged to include two thematic focus areas, namely 1) Private Sector Development with a focus on agriculture and agribusiness and 2) Governance and Rights.  To this end, the Embassy wishes to engage an international Process Consultant (PC) to facilitate the BCP programming cycle in close collaboration with the Embassy and other relevant stakeholders.
 
The BCP programming cycle will fall in three phases. The first phase (identification) will run from June 2019 to February 2020 and will result in the submission to the Danida Programme Committee of a BCP Concept Note and a CPP. The second phase (formulation) will run from March to December 2020 and will involve assigning an external consultancy to design and formulate the BCP Document (including relevant annexes) and a number of Development Engagement Documents (DEDs). The third phase (appraisal) will run from January to February 2021 and will entail a Danida-led appraisal of the BCP documentation. It is expected that the final version of the BCP will be submitted for approval by the appropriate authorities no later than end March 2021 and that BCP implementation will commence 1 July 2021.
   
The PC is expected to assist the Embassy through all three phases of the BCP programming cycle (i.e. from June 2019 to February 2021). The assistance will revolve around the following four BCP programming related main tasks:

Analytical preparation (e.g. drafting ToR for consultancies related to analysis and study assignments as well as timing and running these consultancies) BCP Concept Note elaboration and quality assurance (including drafting of relevant annexes) BCP Document, BCP Annexes and Development Engagement Documents quality assurance post-formulation BCP Appraisal recommendation follow-up and finalization of the BCP Document, BCP Annexes and Development Engagement Documents.

The assignment is expected to commence in June 2019 and run until February 2021 on a part time basis with varying degrees of workload intensity. Frequent travels to Bangladesh in the assignment period is envisaged.
  
The estimated input is approx. 80 days

The estimated budget maximum is DKK 750,000.
