Restricted procedure: Review and Capacity Assessment of Mission East

Background: The Ministry of Foreign Affairs (MFA) plans to launch a capacity assessment and review (hereafter: “Review”) of Mission East (ME) as part of a series of reviews that the MFA is conducting with each of its strategic partners. Mission East is a long-standing partner of the MFA. ME has received Danish assistance to projects in Armenia and Tajikistan over a long period of time and in Afghanistan since 2001. From 2014 to 2017, ME’s work was supported by the MFA through a Partnership Agreement. In 2018, Mission East qualified as a strategic partner securing humanitarian funding of DKK 19 million annually covering the period 2018-21.

Objective: The overall objective of the Review is to assess the capacity and performance of Mission East in delivering results under its new strategic partnership with the MFA. More specifically, the Review should assess Mission East's overall strategic, programmatic, organisational/administrative and financial management capacity with a view to achieving the results agreed with the MFA. In addition, the Review should assess and validate, based on a sample, results documentation by Mission East from the period 2014-2018.

The purpose of the Review is to stimulate learning, to provide evidence for relevant organisational development, and to analyse and strengthen cost effectiveness and efficiency within Mission East. Accordingly, the review should issue recommendations, which will provide a critical input into the MFA’s on-going dialogue with Mission East.

Methodology: The Review will be based on a desk assessment of relevant background documents, interviews with Mission East and other stakeholders in Copenhagen, a visit to Mission East's headquarters in Bruxelles, as well as a planned field visit to Afghanistan with the use of a local consultant (or alternatively to Northern Iraq) of maximum 5 days. The planned field visit will be used to assess performance and validate tentative findings from the desk study and from interviews in Copenhagen and in Bruxelles at field level by looking at the management of selected projects implemented by the Mission East country offices. The review will be concluded by the presentation of a Review report, subsequent to a presentation of initial findings and a drafting and revision period. The Review will be based on Mission East's two country programmes under the Strategic Partnership Agreement, which includes Afghanistan and Northern Iraq.

Review/consultant team: We are looking for a consultant team with strong capacity to assess civil society organisations working in a global environment and across the humanitarian-development nexus. The selected company will be asked to put together a team of two international consultants/experts: (i) an expert in organisational/capacity development of civil society organisations and in programme and results management, who will also function as team leader for the consultant team, referring to the overall MFA team leader; and (ii) an expert in financial management and programme administration. An MFA chief technical advisor will lead the review team overall.

Timing: The review is expected to start mid-April 2019 and finish by mid-May 2019 with some flexibility in each end. The inception, desk assessment and interviews in Copenhagen and in Bruxelles will take place during the second half of April in parallel with field visits, while subsequent drafting and review of the report will take place at the end of April and early May.

Budget: The budget maximum is DKK 600,000, and the estimated time frame for the consultants is 45 work days (total for both consultants).
