Description:
Denmark has maintained a strong and continuous engagement with Palestine since the establishment of the Palestinian Authority (PA), following signing of the Oslo accords in 1993 and 1995. The overall aim is to support the realization of a two-state solution between Israel and Palestine and lay the foundations for a viable Palestinian state. Over the years, Denmark has provided important contribution to institutional strengthening and state building, particularly in the municipal sector, as well as to public and civil society organisations in Palestine. 

The Palestine Country Programme 2016-2020 was approved in November 2016. The programme objective is to strengthen the foundations for an independent Palestinian state with the necessary central and local government structures, human rights and accountability mechanisms, as well as a strong economic basis. Hence, the programme design comprises three thematic programmes:

• Support to state building efforts with a an emphasis of municipal infrastructure and municipal development

• Promoting economic development with an emphasis on agribusiness and the agriculture value chain

• Strengthening human rights and democratic accountability

Consultants must have fluency in English and excellent report writing skills. At least one of the consultants must be able to read and communicate in Danish. All consultants should have thorough experience in programming, appraisals and reviews according to the Danida Aid Management Guidelines as well as having experience from other Danida project cycle tasks. Experience from Palestine and elsewhere in the Middle East and North Africa region is a great advantage.

The maximum contract budget is DKK 1 million. The assignment is expected to start by 19 August 2019 and be completed by October 8 2019 and is expected to comprise approximately 75 person-days for three consultants. The assignment will include a visit to Palestine scheduled for 9-20 September 2019. The remaining part of the work will take place in Denmark and involve mission preparation, report writing, meetings and consultations with the review team leader and video conference with the Danish Representative Office in Ramallah.
