Restricted procedure: Support for design, planning and execution of Energy Action Forum

The Energy Action Forum is an integrated part of the UN Secretary General’s Climate Action Summit event. The Forum i sponsored by Denmark and will gather approximately 200 high-level decision makers from government, business, finance, civil society and multilateral and technical organizations the day before the UN Climate Action Summit to ramp up collective action and deliver the clean energy transition needed to get us in line with the commitments of the Paris Agreement as well as to realize the objectives of SDG 7.

The Energy Action Forum is co-hosted by Denmark, Ethiopia and Sustainable Energy for All (SE4ALL) and supported by the Energy Transition Coalition (Italy, Indonesia, Palau, Colombia and Morocco). The forum will showcase concrete initiatives that support the transition towards clean, low-carbon, climate resilient energy systems for all and facilitate new commitments to accelerate this transition. The pool of initiatives will be derived from the list of potential UN Climate Action Summit deliverables submitted to the UN as potential Summit deliverables for the summit’s Energy Transition Track.

The specific objectives of this half-day afternoon event are:

Increase awareness of key challenges and opportunities in energy transition and solutions to significantly accelerate deployment of renewable energy and energy efficiency in order to meet the Paris Agreement target on 1.5 degrees.

Showcase new energy transition related initiatives that deliver transformational impact on climate action and are measurable, implementable, scalable and replicable.
Expand and accelerate key energy transition related initiatives via targeted and facilitated interaction between key stakeholders, as well as announcement of new and concrete deliverables and commitments.

Promote networking and collaboratory action through targeted connection of relevant decision-makers on policy and regulation, investors, financial institutions, energy project developers, industrial partners and civil society actors

The Forum will be participatory and interactive with a fast-moving mix of short high-level keynotes, brief on-stage discussions, announcements of new commitments, facilitated thematic group discussions, and structured matchmaking during breaks. A professional master of ceremony will guide participants through the program. The event closes with a reception providing more time for networking among participants

The Ministry of Foreign Affairs, in collaboration with the Ministry of Energy, Utilities and Climate, is looking to contract support for program design and execution of the Energy Action Forum on 22 September 2019 at the Ford Foundation building in New York.

The main tasks will include: Program design - Design of an Energy Action Forum program that emphasizes dialogue and action through interactive and participatory sessions focused on acceleration of a range of initiatives that drive energy transition through increased investments in renewable energy and energy efficiency, multisectorial collaboration in public private partnerships, action by large emitters in challenging sectors and/or improved access for all.- Design concept for interactive networking reception.

Program development and management  - Develop individual session formats, incl. speaker and master of ceremony recruitment, preparation of speaker and master of ceremony briefings, workshop and facilitation tools, incl. additional facilitators, as needed.- Selection of catering provider and coordination of catering needs. - Coordinate development of Energy Action Forum ‘look and feel’, incl. necessary spatial decorations, graphic products, sound and short introduction videos if needed.
Program execution- Execution of all elements of Energy Action Forum on 22 September, 2019, incl. coordination of security arrangements, translation needs and press zones. 
 
Design and management of invitation process & participant registration- Design and manage of participant selection process, incl. provision of online database for management of all processes related to distribution of invitations, registrations of invitees’ feedback and participant communication.  - Develop and manage travel and accommodation policy if required.- Coordinate and manage online / onsite registration of participants, incl. VIP handling.
 
Follow-up and documentation - Develop evaluation questionnaire and manage distribution to all participants, as well as consolidation and presentation of feedback after the event.

The timing of the contract is 10 June to 31 October 2019. The maximum budget is incl. VAT DKK 1,000,000. It is envisaged that the following inputs will be required (as a minimum): one senior consultant (project manager), two consultants and additional technical input as required.

Criteria for selection: Documented experience with design and execution of large-scale international events with high level participation. Knowledge of key challenges in relation to the clean energy transition in both public and private sectors, as well as developed and developing countries, and an extensive network among public and private, Danish and international, actors engaged in clean energy and climate policy will be an advantage.
