Restricted procedure: Review of the Danish Labour Market Consortium

Background: The Ministry of Foreign Affairs (MFA) intends to launch a capacity assessment and review (hereafter: "Review") of the Danish Labour Market Consortium as part of a series of reviews the MFA is conducting of each of its strategic partners. The Consortium consists of the Danish Trade Union Development Agency (DTDA, formerly the LO/FTF Council) acting as lead, 3F (United Federation of Danish Workers) and the Confederation of Danish Industry (DI).

Prior to 2018, DTDA and 3F were supported by the MFA through Framework Agreements. In 2018, the three partners joined forces in the Consortium qualifying as a strategic partner to the MFA securing funding of DKK 65 million annually for the period 2018-21 (a total of DKK 260 million).

Objective: The overall objective of the Review is to assess the combined capacity and performance of the Labour Market Consortium in delivering results under its engagement with the MFA. More specifically, the Review should assess the Consortium’s combined capacity to deliver the results agreed with the MFA. In addition, the Review should assess and validate, based on a sample, results documented by DTDA and 3F under their respective Framework Agreements, focusing on the period 2016-17.

The purpose of the Review is to stimulate learning, support relevant organisational development, and analyse and strengthen cost effectiveness within the Consortium. The recommendations provided by the Review will be a critical input to the MFAs ongoing dialogue with the Consortium members.

Methodology: The Review will be based on a desk assessment of relevant background documents, interviews with Consortium members and other stakeholders in Denmark as well as field visits to Myanmar, Bangladesh and Jordan (18 days total incl. travel):  The field visits will cover selected projects implemented by Consortium members and their local partners and be used to assess performance and validate tentative findings from the desk study and interviews conducted in Denmark.

Review/consultant team: We are looking for a consultant team with strong capacity to assess labour market and business member organisations engaged in activities related to overseas development assistance and strengthening of organisations and framework conditions in the global South. The selected company will be asked to put together a team of three international consultants/experts: (i) an expert in organisational/capacity development of trade unions,   employers’ organisations and similar business member organisations (35 days), (ii) an expert on M&E and development results measurement with a thematic specialisation in growth, employment and labour market issues (35 days); and (iii) an expert in financial management and programme administration (30 days).

Between the team of three (3), the following experience cum knowledge is a prerequisite: a) development assistance delivered by and through CSOs, b) review missions in line with Danida’s Aid Management Guidelines (AMG), and c) pertinent aspects of Denmark’s labour market model.

The consultant team/experts will report to the team leader of the task, Chief Adviser, Henrik Vistisen, Department of Technical Quality Support (TQS), Ministry of Foreign Affairs of Denmark (MFA).

Tentative production time-line: The Review starts in early-October. Desk assessment and interviews are planned for mid-October, while field visits are planned for Mon 28 Oct to Fri 15 Nov. Subsequent drafting of the review report is planned for the remainder of November. Final review report to be completed by end-December 2019.

Budget: The maximum budget is DKK 1,000,000. The total consultancy input is estimated at 100 person-days (covering all three (3) experts).
