The European Regional Development and Protection Programme (RDPP) in the Middle East is a multi-donor initiative launched in 2014 to address the humanitarian and development needs arising from the protracted Syrian refugee crisis. RDPP Phase III (2023–2026) focuses on Jordan and Lebanon, aiming to support vulnerable refugees and host communities to access rights, enjoy increased safety, and achieve greater self-reliance as part of durable and sustainable solutions.

The overall objective of this assignment is to assess the RDPP PMU VfM approach and tools, and provide complementary analysis of the partner assessments to inform a VfM assessment at the programme level, with the aim of strengthening the PMU approach and tools, facilitate learning, and inform decision-making for the remaining programme implementation period.

1. Reviewing the current VfM framework, plan and tools and provide input for improvement or adjustment as needed, including further integration of VfM recommendations into financial planning, risk management and results reporting;

2. Undertaking a programme-level VfM assessment and a synthesis report of the data collected form the pilot partner assessments to identify comparable data analysis, trends, and areas for improvement, including integration in portfolio management and enhance VfM processes of the RDPP going forward;

3. Facilitating a reflection meeting with the RDPP PMU to discuss findings, lessons, and recommendations.

The expert will be responsible for:

• Document Review: Review key program/project documents, existing VfM framework, tools and VfM assessment reports.

• VfM Programme Assessment and Synthesis Report: Undertake a VfM assessment and Ddraft a report assessing VfM performance against key dimensions (e.g., economy, efficiency, effectiveness, equity, sustainability, and/or relevance depending on the framework in use) at programme level.

• Facilitation of Reflection Meeting: Design and facilitate a participatory reflection session with the RDPP PMU team to present findings, discuss learnings and challenges, and agree on practical next steps.

• Review of Framework and Tools: Assess existing VfM tools (e.g., indicators, templates, data collection instruments, analytical frameworks) and provide recommendations for improvement that can be integrated into future planning, reporting, and decision-making processes.

The Value for Money (VfM) expert will apply a mixed-methods and participatory approach to ensure both technical rigor and organisational learning. The methodology will include the following steps:

• Kick-off meeting with the PMU team to clarify expectations, scope, and agreed deliverables.

• Development of a brief Inception Note outlining approach, timeline, and data needs.

• Agreement on VfM dimensions/framework to be applied (e.g., 4E’s: Economy, Efficiency, Effectiveness, Equity; or a customized framework relevant to the programme).

• Review of key project/programme documents (budgets, financial reports, monitoring and value for money reports).

• Mapping of existing VfM tools (indicators, templates, monitoring mechanisms).

• Assessment of data quality, completeness, and relevance for VfM analysis.

Step 3. Stakeholder Consultations

• Conduct key informant interviews with selected staff, and management.

• Conduct a focus group discussion with RDPP partners to capture perceptions of the VfM dimensions and practical challenges.

• Ensure a balance of perspectives to reflect both financial/operational and programmatic/impact views.

Step 4. Programme Level VfM Analysis

• Based on the available data (programme and partner data), assess and synthesise findings on:

o Economy

o Efficiency

o Effectiveness

o Equity

o and Sustainability/Innovation/Adaptive management, as relevant including identifying strengths, gaps, and areas for improvement.

The consultant should demonstrate the following:

• General Qualifications

o Minimum requirements:

 Master’s Degree in relevant field

 15+ years of relevant experience in a similar field(s).

o Wishes:

 Certification in financial and programmatic VfM assessment methodologies.

• Adequacy for the Assignment

o Minimum requirements:

 Demonstrated experience in leading programme and project level VfM assessments for development projects / programmes.

 Demonstrated experience in development of VfM assessment framework and tools development for adaptive management approaches.

 Demonstrated experience in facilitating participatory reflection/learning processes.

o Wishes:

 Previous experience in leading VfM assessments within the Syria refugee response framework.

 Experience working with development project / programme design, M&E and / or implementation in the region (preferably in Jordan and/or Lebanon).

• Experience in the Region and Language

 Full English and Arabic language proficiency

Criteria for selection
