Description
The purpose of the consultancy is to provide the Royal Danish Embassy in Nairobi with a solid analytical basis for a potential new Danish engagement in the area of decent jobs and innovation in Kenya. The study will identify opportunities where Denmark, in cooperation with other partners, can contribute effectively to promoting inclusive job creation and strengthening innovation ecosystems, with a focus on sectors where decent jobs and innovation can have significant impact, including but not limited to agriculture and green transition.
The objectives of the consultancy are to a) Map actors and initiatives/programmes active in the area of decent jobs and innovation in Kenya b) Highlight the different modalities being applied and assess their successes and challenges c) Determine which existing initiatives could be compatible with Danish instruments in Kenya (e.g. SSC, Economic Diplomacy), are amenable to a pro-poor approach, and resonate with the Team Europe framework d) Analyse the potential of alternative engagement modalities, including fund management, delegated cooperation, and basket funds, in light of the Embassy’s limited administrative capacity e) Support the Embassy in analysing options for engaging in the decent jobs and innovation arenas f) Provide the Embassy with a clear basis for deciding how best to engage in the jobs and innovation space, and with whom.
This consultancy will be implemented in two phases: Phase 1, will refine and co-create the precise scope and ambition of the study in collaboration with the Embassy, and Phase 2, will undertake the full analytical study based on agreed parameters.
The scope of work will involve examination of national-level policies, strategies, and regulatory frameworks related to employment creation, innovation, and green transition; analysis of institutional architecture guiding job creation and innovation efforts; mapping existing initiatives and programmes ; assessing alignment with various Danish development instruments; conducting stakeholder consultations and recommending suitable intervention models and modalities, potential partners and priority sectors. The consultancy will use a mixed-methods approach combining desk review, policy analysis, and stakeholder engagement to generate a well-rounded understanding of Kenya’s decent jobs and innovation ecosystem.
The consultancy may be undertaken by a firm with a demonstrated track record in decent jobs creation, innovation, and skills development and should be able to avail a team consisting of a lead consultant, an innovation specialist and a jobs creation expert. The lead consultant should have specific skills within programme design, policy, and intervention implementation in sub-Saharan Africa, preferably with substantial in-country experience in Kenya or within East Africa. Strong process facilitation skills, including knowledge and experience in co-creation approach, with solid experience in these areas. The innovation specialist should have progressive professional experience in standalone innovation programmes as well as innovation programmes that are bundled with entrepreneurship. The job creation expert should possess demonstrated knowledge and practical experience in employment policy, regulatory frameworks, and institutional analysis, including familiarity with Kenya’s strategies for decent jobs, jobs creation with special emphasis on youth employment.
The main output of this assignment will be a Project Identification Note. The assignment should run between December 2025 and March 2026.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender. Demonstration of team competencies as elaborated above and relevant experience in the subject area.
