Mid-Term Review of P4G - Partnering for Green Growth and the Global Goals and State of Green as Danish P4G National Platform (2023-2027)

BACKGROUND: P4G contributes to green and inclusive growth in low- and middle-income countries by helping early-stage businesses become investment ready and supports country climate transitions in food, water and energy systems. P4G commenced operations in 2018, and is currently in its second phase which started in 2023. The second phase is funded by the Ministry of Foreign Affairs of Denmark (DKK 178 million in 2023-2027), the Ministry of Foreign Affairs of the Netherlands (DKK approx. 74 million in 2023-2027) and the Ministry of Foreign Affairs of the Republic of Korea (DKK approx. 12 million annually). As Danish National Platform for P4G, State of Green is funded exclusively by the Ministry of Foreign Affairs of Denmark (DKK 13.5 million 2023-2027). P4G partnerships are supported in Colombia, Ethiopia, Kenya, South Africa, Indonesia and Vietnam.
OBJECTIVE: The overall objective of the mid-term review is to provide an independent assessment of the current performance of the P4G programme including the Danish National Platform, State of Green, in accordance with Danida’s Aid Management Guidelines.
METHOD & OUTPUTS: The review will be conducted based on a combination of a documentary review and interviews with staff at the Danish Ministry of Foreign Affairs, implementing partners, donors and other key stakeholders. The review team will undertake field mission(s) to selected countries in Africa.
The review will include the following outputs: 1) A Mission Preparation Note (MPN) outlining key issues of concern and a refined methodology, updated schedule and details about the field mission(s); 2) A debriefing presentation highlighting key preliminary review findings and recommendations to be presented at the end of the field mission; 3) A draft midterm review report including findings and recommendations (approximately 20 pages, excluding annexes); 4) A final midterm review report. All documents must be submitted in English.
TIMEFRAME: The mid-term review is expected to start in October 2025 and end with the submission of the final review report by January/February 2026. Field missions are foreseen to take place during November 2025 (final dates tbc), tentatively to Kenya and Ethiopia.
CONSULTANTS: Two external consultants/experts are required for this assignment, including: 1) a senior consultant with solid experience in strategy and organisational design in an international multi-stakeholder setting, and with experience in supporting advocacy and regulatory frameworks, 2) a senior consultant with solid experience from implementation of market-based public-private partnerships (including commercial/investment).
Both consultants should have broad international knowledge and working experience from emerging markets and developing economies in P4G’s area of work, and possess the necessary expertise and experience from similar assignments, including experience with the use of the MFA Aid Management Guidelines, the OECD evaluation criteria, and specifically Danida lead reviews. Knowledge and experience of the SDGs, and the green growth agenda is a prerequisite. In addition, the two consultants are expected to have the technical capacities required to carry out information collection and analysis, drafting of documentation of the review, and the thematic and contextual knowledge to cover all relevant aspects in relation to the assignment.
Both consultants are expected to be fluent in English including excellent report writing skills. The review team will include one staff from the MFA’s Department for Evaluation Learning and Quality, who will act as team leader, and potentially the responsible desk for P4G from MFA’s Department for Green Diplomacy and Climate as a resource person (TBC).
BUDGET: The budget maximum is DKK 850,000.00 net of VAT.
