Midterm Review (MTR) of the Peace and Stabilisation Programme for the Horn of Africa IV (PSP HoA) (2023-2026)

BACKGROUND:
The assignment concerns a Midterm Review (MTR) of the Peace and Stabilisation Programme for the Horn of Africa IV (PSP HoA). The review will be led by the Evaluation, Learning and Quality (LÆRING) in the Danish Ministry of Foreign Affairs (MFA). It will take place in close collaboration with the Ministry of Defence (MoD), contributing with the non-DAC funding for some of the engagements under review, with the Ministry of Justice and in particular the Danish National Police (DNP) who are seconding two advisors to the programme and with the Danish Embassies in Kenya and Ethiopia that oversee the programme. 

OBJECTIVE:
The objective of the review is to undertake an independent quality assurance of the PSP HoA IV programme and assess the continued relevance. The MTR will ensure that the programme is delivering results as intended, will suggest modifications that might be required in order to optimise results, and provide recommendations to inform the next phase of the programme based on lessons learned and potential adjustments required

METHOD & OUTPUTS:
The assignment includes a desk study of documents and initial consultations in Copenhagen and a field mission to Kenya, Somalia and Ethiopia to meet stakeholders, partners and beneficiaries to take stock and assessing the results, M&E learning and management of the programme. The review team is expected to provide the following outputs: 1) A Mission Preparation Note 2) A de-briefing presentation and 3) a draft and final Review report. 
 
TIMEFRAME:
The MTR is expected to start 1 August 2025, and conclude by early October 2025. The mission to Kenya will take place 25 August to 5 September 2025. 

CONSULTANTS:
Two international consultants are required for this assignment. Expert 1 should be a specialist in peace and stabilisation. Expert 1 should also be coordinator for the external consultants. Expert 2 should be an expert in financial management. Expert 2 will not participate in the mission to the region. The MTR team will be led by a chief advisor from the LEARNING department in the MFA. 

BUDGET:
The budget maximum is DKK 360,000.00 net of VAT.
