Background: Kenya has been a host country for asylum seekers and refugees from the region for decades. With the Refugees Act, 2021 and the Shirika Plan, 2025, the Government of Kenya (GoK) set out an ambitious, sustainable approach to refugee management, with a move away from encampment towards socio-economic inclusion of refugees. This represents a major shift of roles between the government and humanitarian actors, with the government taking on more responsibility for provision of shared services to refugees and host communities.
The Danish Embassy in Nairobi supports the transition to government-led inclusive service delivery for refugees and host communities in the areas of education, health & water through the Inclusive Refugee Response Programme (IRRP) in Kenya, which runs until the end of 2027. The programme is implemented in Kakuma-Kalobeyei in Turkana County, with supplementary activities at the national level. The IRRP is implemented in partnership with three Danish philanthropic foundations, namely Grundfos Foundation, LEGO Foundation and Novo Nordisk Foundation (the four organisations together make up “”). The collective contribution of the Alliance amounts to more than DKK 700 million. A phase 2 of the IRRP is planned for 2027-2030.
The present task will cover a review of the Alliance’s efforts to strengthen government provision of services to refugees and host communities within the education, water and health sectors with a view to providing recommendations for future interventions under phase 2 of the IRRP.
Objective: The aim of the consultancy is to generate an in-depth, well-documented analysis of the transition to government-led service provision to refugees and host communities in Kenya in the sectors of education, health and water. The analysis will be partly based on a review of lessons learned under IRRP phase 1 and be accompanied by recommendations to the design of IRRP phase 2 with regards to interventions supporting the transition to government-led service delivery for refugees and host communities in the three sectors.
Scope of work: The tasks will include a review of relevant documents and studies, engagement with relevant stakeholders, including GoK at national and local levels (in particular in Lodwar and Kakuma, Turkana County), UN and NGO partners, and drafting of relevant documents.
The specific tasks will include (but not necessarily be limited to) the following:
- Review of relevant documents, including documents provided by the Embassy.
- Engagements with relevant Government actors, in particular GoK at the national, county and municipal level
- Engagements with relevant UN and NGO actors
- Field visit to Lodwar and Kakuma
- Regular consultation with the Royal Danish Embassy, including a kick-off meeting
Methodology: The work will be conducted in close consultation with the Royal Danish Embassy Kenya and the methodology will be agreed with the Embassy based on a discussion of the mission preparation note.
Team composition: The team should consist of a team leader with international experience and expertise and between one and three experts with in-depth country knowledge and experience in Kenya (i.e., a team of up to four people). The team should have experience undertaking similar assignments and be well-versed in the fields of displacement/refugee management and public service provision in Kenya, in particular within education, water and health.
Timing: The work is expected to commence November 2025, with an expected completion date of ultimo February 2026. The draft report is to be delivered by no later than mid-February 2026 and the final report no later than end of February 2026.
Budget: The maximum budget is DKK 900,000 DKK net of VAT.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
