Strategic Plan Development for Africa Climate Funds National Designated Authorities Network (AfDAN)
1. Background and Denmark Support
The Africa Climate Funds National Designated Authorities Network (AfDAN) was created to provide a robust Pan-African platform for accessing climate finance from various international sources, including the Green Climate Fund (GCF), Global Environment Facility (GEF), and others. Its goal is to accelerate the mobilization and accessibility of climate funds to support adaptation, resilience, and mitigation efforts in both urban and rural African areas.
2. Objective
AfDAN is developing a five-year strategic plan for 2025-2030 to strengthen climate finance mobilization, address the impacts of climate change, and reduce vulnerability, particularly in Africa’s Small Island States. The plan will reaffirm the network’s vision, mission, and objectives, and establish an approach for sustainable implementation. AfDAN’s staff, policymakers, negotiators, climate experts, and stakeholders will play a key role in shaping the plan.
The strategic development consultant will facilitate a directional analysis of AfDAN’s governance, communications, monitoring, and evaluation plan. This includes assessing the Theories of Change employed by AfDAN and examining how they serve to deliver the Networks vision, mission and objectives. The consultant will support the definition of a detailed outcomes measurement methodology for the Network, and the anticipated creation of Africa Climate Finance Centre of Excellence (ACFCE). The main purpose of this consultancy is to develop a strategic methodology and support and lead AfDAN staff, partners, and council members in a participatory planning process, ensuring a sense of ownership, engaging meaningfully with the development partners, council members and key stakeholders.
3. Scope of Work
The FYSP is expected to address, amongst other things, development of strong partnerships and resource mobilization initiatives, as well as how to more effectively engage government agencies, private sector, civil society organization, academia and communities more meaningfully in the realization of AfDAN’s mission and vision.
The consultant will draw from any best practices within similar strategic plans for other network organizations with similar modus operandi.
Key elements of the plan will include but not limited to:
a) Develop a sound methodology that grounds the strategic plan and facilitates a directional analysis for AfDAN current and future operations.
b) Conduct a needs assessment of the organization including consideration of situation analysis and identification of constraints and opportunities for growth and development.
c) Guide stakeholder mapping and consultations and understand, obtain, and analyse qualitative and quantitative data relevant to stakeholders and partners engagements.
d) Develop plans, proposal and resource mobilization strategies with clear deliverables, bankability, indicators and tools that address the constraints and create the needed support systems and incentives.
e) Development, validation, finalization and costing of the strategic plan 2025-2030, including outcome mapping for monitoring and evaluation, detailed implementation and general activities for post 2030.
f) Recommend methodology and tools for evaluating outcomes and develop monitoring and communication strategy.
g) The Consultant will collect, evaluate and lead in the presentation and validation process. Some of these elements may be included in the final document, as an appendix or cited as separate literature.
4. Methodology
The consultant shall obtain disaggregated data, review relevant literature, interviews, and undertake virtual online interviews in selected countries. The consultant is permitted to form a team for the delivery of the objectives of the consultancy.
5. Team Composition
AfDAN is seeking for the services of a professional or a consultancy firm to develop a five-year strategic plan. The individual/firm must possess the following:
a) At least 10 years relevant work experience in strategic planning and development
b) Experience of undertaking similar assignments whose list should be indicated in the application
c) Excellent and proven analytical skills
d) Excellent organizational and communication skills, ability to prioritize and work with minimum supervision
e) Possess knowledge in climate science, climate finance, resources mobilisation, and general social, economic and political environment that influences Africa
f) Understanding of participatory approaches to management and operations
6. Timing of Contract
This assignment is anticipated to take not more than 12 calendar weeks from the date of commencement. The consulting firm will therefore be required to develop a detailed work plan with clear timelines. It is important to note that no extension will be expected due to the urgency of the assignment.
