Thematic Review of 3F focusing on the effectiveness of the organization’s international strategy (locally, nationally and internationally)- Zambia and Johannesburg

In accordance with the Policy for Danish Support to Civil Society in Developing Countries, thematic reviews of the framework organizations are undertaken to enhance the professional dialogue between the Ministry of Foreign Affairs (MFA) and these organizations. 3F entered into a framework agreement with the MFA in 2013. In 2015, 3F received an annual budget of DKK 35 mill. allocated on the national budget. In 2016 the allocation is DKK 26.4 mill. Under the framework agreement with the MFA, 3F works with partners in Southern Africa, Latin America, South Asia and Palestine.

Objective and scope: The objective of this thematic review is to analyze and assess 3F’s performance in terms of delivering results in relation to 3F’s international strategy at head office level as well as in the field. The thematic focus will be on 3F’s performance in terms of delivering results in relation to 3F’s international strategy  with a special focus on the synergy between the different levels - local, national and international - where 3F supports its partners in organizational development. However, the review will also reflect on more overall added value/mutual benefits of the organization as well as relevant parts of 3F’s latest RAM (Resource Allocation Mechanism) reporting and assessment. The thematic focus and 3F’s performance in this area will thus serve as an entry point for the assessment of 3F as a development organization. Furthermore, the review will include aspects related to overall financial and organizational management at 3F’s headquarters in Copenhagen.

The review will consist of a desk study, interviews and field visits, debriefing meetings at country and headquarter level as well as the presentation of a review report. Field visits are foreseen to focus mainly on 3F’s partners and activities in Zambia. Furthermore, a 1 day visit to Johannesburg, South Africa, is foreseen in order to meet with representatives from two Global Union Federations. The purpose of the field visits to Zambia and Johannesburg is less to review specific projects, but rather the field study will be a case which will allow in-depth study of the implementation of 3F’s strategies, plans and activities in practice, including assessment of e.g. management tools, financial instruments, quality assurance at country level, and in particular 3F’s international structures and the synergy between the different levels.

Estimated budget and timing: The contract will begin on 1 April 2016 and the desk review is foressen to start on 11 April 2016. The field visit is scheduled to take place 8 days (plus 2 travel days) beginning on 23 April 2016. The estimated input is 51 working days divided between two international and one local consultant. The estimated budget is 460.000 DKK.

Expertise required: The review team will consist of two international consultants and one local consultant with documented experience from working with rights based civil society organizations with development perspectives. All consultants should be fluent in English and at least one team member must be fluent in Danish.
Team leader: Up to date experience of civil society organizational development and global trends, incl. M&E systems, advocacy strategies, learning, partnership issues and capacity development as well as knowledge of financial management. Expert: Up to date experience on trade unions, social dialogue, issues related to workers’ rights and the world of work. Experience in working with these issues in an African context. Local consultant: Country/region specific knowledge of trade unions and issues related to workers’ rights and the ability to translate between Bemba, Nyanja and English.
