Technical assistance to Monitoring the Implementation and Verifications of the project "National Cloud and Fibre Optic Cable Infrastructure" in Burkina Faso

Description: E-governance has become an indispensable tool to have a modern, transparent and efficient administration for the public and enterprises. As part of the overall development strategy of the government of Burkina Faso (Stratégie de croissance accélérée et de développement durable, SCADD), the "Ministère du Développement de l'Économie Numérique et des Postes" intends to implement an ambitious IT and telecommunication project. The project features a large number of technical solutions enabling the government to tie all the ministries and district administrations together with common administrative systems. The introduction of e-learning by the Burkinabe universities and e-health solutions for hospitals and health centers will also be made possible by means of the cloud infrastructure.

The project with a contract value of EUR 55.73 million is financed by Danida Business Finance and includes design and delivery of a cloud infrastructure (consisting of 8 cloud notes) together with establishment of 513 km metropolitan fibre networks (consisting of 13 metro rings) and 741 km backbone network. The project includes as well a training and capacity development programme for over 100 public servants.

The duration of the project implementation is 27 months, starting in November 2015. The implementing agency is the "Agence Nationale de Promotion des Technologies de l'Information et de la Communication" (ANPTIC).

Danida wants to contract an experienced specialist having its main emphasis within the area of cloud technology, with the aim of 1) advising ANPTIC during project implementation, 2) monitoring project implementation, and 3) verifying works and supplies at taking over and at the end of the defects liability period. The consultant shall act on behalf of Danida.

The expected commencement date of assignment is January 2016 and the time required for the assignment is estimated to be approximately:

Number of man hours: 700 (including travel time)
Number of visits to site: 8-9

Very good skills in French are required for the assignment (all documentation is in French language). The reporting to Danida shall however be written in English language.
