Restricted procedure: Review of International Media Support (IMS)

Description:
The present review is part of the regular oversight of MFA’s support to International Media Support (IMS) and the first one of its kind since the latter became a strategic partner in 2018. It comes at a time when IMS’ activities within the framework of the strategic partnership are starting to get traction. In a wider perspective the review takes place against a backdrop of shrinking space for freedom of expression and increased risks for journalists pursuing their work.

The overall objective of the Review is to assess the capacity and performance of IMS in delivering results under its engagement with the MFA with a particular view to stimulate learning and support relevant organisational development. The specific objectives are to:
•Assess IMS’s organisational capacity with a view to achieve agreed results under the Strategic Partnership Agreement
•Assess, on the basis of selected case-studies, which results IMS has achieved during the Strategic Partnership (2018-)
The review should identify recommendations, which will provide a critical input to the MFA’s on-going dialogue with IMS.

Scope
The review will assess a number of questions including the following:
•Does IMS deliver the anticipated outcomes set out in its application for a Strategic Partnership with the MFA?
•Given IMS’s global outreach, has it improved its focus in order to prevent strategic overstretch?
•Has IMS clarified the role of the rapid response mechanism with a view to get the mechanism back on track?

Outputs
-An Inception Report based on the desk study and preliminary interviews in Copenhagen presenting particular issues to be addressed during the review. The Inception Report will further outline the approach and scope of the assessment and together with the TOR act as guide for the review. The Inception Report will be presented at a half-day seminar assembling staff from IMS, the MFA and the review team.
 - A short Debriefing Note/Power Point Presentation to be submitted to the MFA/HMC and IMS to discuss the main findings, conclusions and recommendations of the assessment.
- A Review Report, not exceeding 25 pages, excluding annexes, within the timeframe stipulated.

Consultants:
Three international consultants/experts are required for this assignment. The team should include an expert in organisational/capacity development, a media expert and an expert in financial management. A total maximum of 90 working days will be granted.
The Technical Quality Support Department (TQS) of the MFA will lead the Review. A team leader for the external consultant team will be appointed referring to the TQS team leader.

Timing:
The contract is set to commence ultimo November 2019 and run until ultimo February 2020.

Budget
The maximum contract amount is DKK 850.000.
