Open procedure: Civil Society Diagnostic, Bangladesh

The Embassy of Denmark in Bangladesh has initiated the process of identifying and designing the next phase (2021-2026) of the Bangladesh Country Programme (BCP). As part of this process, a number of analysis and studies are to be undertaken to inform the conceptualization of the BCP as well as the drafting of a new Bangladesh Country Policy Paper (CPP), covering the same period. To this end, the present assignment is in the form of a Civil Society Diagnostic meant to inform the design of the BCP thematic programme on Governance and Rights as well as the CPP analysis. The aim of the study is to describe and analyze the main dynamics of civil society in Bangladesh anno 2019. The study shall look at the operating environment and capacity of civil society, including how civic actors (NGOs,
FBOs, CBOs, cultural institutions, trade unions, social movements, etc.) relate to each other and to GoB and its policies at the national and local level. Also, the study shall look at the role of civil society as a “driver of change” and identify challenges and opportunities for civil society in Bangladesh. Finally, the study shall discuss the role of the DPs in supporting and facilitating the development of civil society through a Human Rights Based Approach. Since a main purpose of the study is to inform the future formulation and design of the next BCP, the study must contribute with specific lessons learned from previous support and recommendations in relation to future programming. The total maximum budget for the assignment is DKK 500,000.

An estimated total of 80 consultancy days have been allocated for this assignment.
