Preparation of programme document for the Peace and Stablisation Fund's regional programme for Syria and Iraq 2016-2018

Description: Denmark´s Peace and Stabilisation Fund seeks to deepen integration between the areas of diplomacy, defence and development in order to enhance the impact and sustainability of Danish efforts in fragile states.

Building on the activities supported by Denmark's two stabilisation programmes for Syria and Iraq in 2015 respectively, Denmark is planning to launch a new integrated three-year regional stabilisation programme for Syria and Iraq from 2016-2018.

Technical assistance is required to help develop the three-year programme  including an identification mission, planned for the 2nd half of November, to the region as well as preparing an identification report and concept note to be completed by the beginning of December 2015. In addition, assistance is required to conduct a programming mission to the region in February 2016, which will inform the development of a draft programme document.  A first draft programme document is expected to be delivered before 28 February and a final draft by medio March.

The aim of the concept notes is to identify a number of thematic programs and engagements that will be further elaborated at the programming stage. The programme’s strategic objective is to contribute to stability in Iraq and Syria through inter alia developing more capable and accountable institutions that can deliver basic services to the civilian population. It is anticipated that the programme will have three overall components, focussing on Iraq, Syria and regional activities respectively. Technical assistance is expected to help develop the overall structure of the programme.

Qualifications: It is the expectation that two experts will possess a thorough knowledge of Iraq, Syria and the broader region, with a particular understanding of stabilisation, security sector reform, rule of law, stabilisation, civil society and human rights. Furthermore, it is expected that they will have knowledge of Danish peace and stabilisation aid guidelines including an appreciation of the developmental, political and defence aspects of the programme. The programming should be guided by a Theory of Change approach. Terms of reference will be provided to the consultants selected for submitting a tender.
