Restricted Procedure: Redesigning Recycling for Development- Denmark

Description:
The overall purpose of the assignment is to launch a new phase of Recycling for Development with effect from 1 January 2022. The new phase should introduce a new design of RfD with emphasis on development impact in the Global South and popular engagement in Denmark. The redesign process must involve a broad range of stakeholders e.g. in the Danish civil society through an open consultation process. When a new design has been developed the consultants must prepare and assist in an open tender of the fund management/administrator of the next phase of RfD.

The overall objective of the consultancy is to design a new structure for the next phase of RfD and assist the MFA in developing the basis for decision on who should be the administrator for the next phase of RfD through an open tender process. The specific objectives are:

•Conduct an open process of generating ideas to the redesign of RfD by involving and consulting relevant stakeholders
•Propose different concrete options for a redesign of RfD
•Develop a basis for decision on the future administrator of RfD with sufficient organisational capacity and experience with civil society management beginning 1 January 2022 through an open tender process

The assignment is estimated to 86 working days. The assignment will be carried out from October 2020 to October 2021.

The maximum contract amount is DKK 800,000 and the consultants shall budget a lump sum of DKK 40,000 for logistical expenses, such as transportation, rent of meeting rooms and workshop materials.

A team of three external consultants/experts are required for this assignment. One expert in civil society development cooperation, popular engagement and conducting creative and participatory processes (Team leader), one expert in financial management and public procurement and one expert in expert in recycling, upcycling and eco-friendly planning.

Criteria for selection:
A maximum of five applicants with references best suited for this assignment will be invited to submit a tender. Applicants will be assesed on the basis of an assessment of references from previously performed contracts.
