Restricted Procedure: Pre-appraisal of the Burkina Faso Bilateral Programme: 2021-2025

BACKGROUND:
The Ministry of Foreign Affairs seeks to undertake a Pre-appraisal of the Denmark-Burkina Faso Bilateral Programme 2021 – 2025, under the Denmark-Burkina Faso Strategic Framework 2021-2025. The overall vision for Denmark’s engagement in Burkina Faso for the period 2021-2025 is that Peace and stability in Burkina Faso are enhanced with respect for rule of law principles, and poverty and inequality are reduced based on enhanced resilience and sustainable economic growth.

OBJECTIVE:
The objective of the pre-appraisal is to assess early the quality and feasibility of the proposed bilateral projects under the overall strategic country framework 2021-2025. Based on this, the pre-appraisal team will recommend on necessary adjustments for follow-ups to be taken prior to the final desk appraisal and submission to MFA senior management for approval.

METHOD & OUTPUTS:
The pre-appraisal will be conducted based on a desk review of documents and interviews in Copenhagen. A mission to Burkina Faso will be undertaken at the of end November 2020, if the evolving COVID-19 situation is allowing for it. Alternative interviews will be conducted online with the Embassy, partners and stakeholders in Burkina Faso. The methods/approach will be discussed within the team and with the Embassy at the kick off meeting before the mission.
The pre-appraisal team is expected to provide the following outputs: 1)A Preparation Note outlining the main issues of concern and methods within the framework of the appraisal. 2) A de-briefing note highlighting key pre-appraisal findings and recommendations. 3) A draft Pre-Appraisal Report with key findings and recommendations. 4) A final Pre-Appraisal report which should include an elaboration of the key findings as well as recommendations.

TIMEFRAME:
The Pre-appraisal is expected to start Primo November 2020, and conclude by Ultimo January 2021, with little flexibility on either end. Primo / End November will comprise the inception phase. The field mission to Burkina Faso will take place in End / November/primo December (Covid-19 allowing). Otherwise the mission will be conducted virtually and with team meetings in Copenhagen. Report drafting, presentation and finalisation will take place in Primo December until Ultimo January.

CONSULTANTS:
Three international consultants/experts are required for this assignment. The team should include an international expert/consultant with expertise in peace and stability, rule of law, access to justice, human rights including SRHR, CSOs, state building, fragility, political/economy analysis and conflict sensitive programming (team leader for the external team); an international expert/consultant in private sector development, agriculture and community resilience; and an international expert on water management/climate change. All three consultants are expected to have working knowledge of both the French and English languges, as well as experience from West Africa and preferably Burkina Faso. The appraisal team will be led by a chief advisor from the MFA.

BUDGET:
The budget maximum is DKK 1,000,000.00 net of VAT.
