CANCELLED Restricted procedure: Review of the Danish Engagements in Afghanistan 2018-2020

BACKGROUND: The Danish Ministry of Foreign Affairs (MFA), in
collaboration with the Danish Ministry of Defence (MOD), is launching a Review
of the Danish Engagements in Afghanistan. The Review will cover the Afghanistan
Country Program 2018-2020, the Peace and Stabilisation Program for Afghanistan
2018-2020, and the Region of Origin Initiative in Afghanistan 2018-2020. The
three programmes comprise more than 21 different engagements/partners and have
a total budget of approx. 1 billion DKK.

OBJECTIVE: The objective of the review is to gather lessons learned,
gauge progress in the overall Danish engagement with Afghanistan, and inform
the next phases of Danish programming in the country. The review will provide
input to the future strategic framework for Afghanistan as well as
recommendations for Danish engagements from 2020 onwards. The review may thus
provide recommendations on possible adjustments (including rollover of ongoing
programmes into 2021) or changes in ongoing engagements as relevant.

METHOD & OUTPUTS: The Review will be based on a desk assessment of relevant background documents, interviews with MFA, MOD and other stakeholders in Copenhagen, as well as a one-week field mission to Afghanistan (Kabul). An inception report
will be prepared prior to the field mission. The mission to Kabul will involve
interviews with stakeholders there, including engagement partners. Following
the mission, the Review will present an initial draft report and a presentation
of findings. The final report will be developed based on subsequent inputs from

TIMEFRAME: The Review is expected (tentative dates) to start 09 March
2020, and conclude by 24 April 2020, with little flexibility on either end. March
will comprise the inception phase (desk review, initial interviews, inception
report) as well as the field mission. Report drafting, presentation and
finalisation will take place in April.

CONSULTANTS: Three international consultants / experts are required for the assignment. The team should include (i) an expert in hum-dev-peace programming, (ii) an expert in
government reform in fragile contexts, and (iii) an expert in financial
management and results monitoring. The review team will be led by a chief
advisor from the MFA. One of the consultants should act as team coordinator for
the consultancy team.

BUDGET: The budget maximum is DKK 850,000.

FULL PROPOSAL: Shortlisted candidates will be invited to submit a full
proposal based on a detailed Terms of Reference. Notification of shortlisted candidates
is expected immediately after the deadline for Expressions of Interest.
Shortlisted candidates should be ready to submit a full proposal within 7-9 calendar
days (5-7 working days) of notification of shortlisting from the MFA.
