Restricted Procedure: Appraisal Danish Arab Partnership 2022-2027 - Jordan, Egypt, Tunesia and Morocco

The Danish Arab Partnership Programme (DAPP) has been an important instrument in Denmark's foreign policy in the Middle East and North Africa since its establishment in 2013. The new DAPP (2022-2027) is focusing on jobs for young people and human rigths and inclusion particular for youth. The four DAPP countries; Jordan, Egypt, Tunesia and Morocco.

The objective of the appraisal of the Danish Arab Partnership 2022-27 is to assess the quality and feasibility of the proposed two programmes, (i) programme on Youth Employment and Entrepreneurship and (ii) programme on Human Rights and inclusion, including an assessment of the two programmes against the overall strategic framework 2022-2027.

While the focus will be on quality assurance of each programme, the appraisal will also assess the programmes linkages to the overall Strategic Framework 2022-2027, their relevance against development needs and key challenges, synergies with other Danish supported projects/programmes, donor complementarity and the overall proposed management and MEAL systems/architecture.

TIMING

The assignment will commence beginning of May 2021 and be completed at the beginning of June 2021.

METHODOLOGY

The assignment will be performed through both desk work, virtual interviews with key stakeholders from the Ministry of Foreign Affairs, partners, and other relevant interlocutors.

QUALIFICATIONS OF CONSULTANTS

The assignment will be performed by two senior technical consultants with at least 10 years’ experience in the area of private sector development and human rights. The consultants should have experience from the MENA region, as well as experience in appraisal and/or reveiws and report writing. In-depth knowledge of the most recent Danida Programme Management Guidelines is a clear advantage.

BUDGET

The assignment is estimated to take a maximum of 40 working days (of 8 hrs/day) divided between two consultants. The total budget for the assignment incl. fees and reimbursable expenses net of VAT is a maximum of DKK 375,000.
