Development of a 3-year Strategic Plan for the Independent Joint Anti-Corruption Monitoring and Evaluation Committee (MEC) - Afghanistan

The MEC ( was created after the identification for the need for independent monitoring and evaluation of anti-corruption efforts in Afghanistan.  The mandate of the MEC is to independently monitor and evaluate national and international efforts to fight corruption in Afghanistan.  MEC is reporting on a regular basis to the President, Parliament, and people of Afghanistan, as well as to the international community, on the state of the fight against corruption.

The consultant will be responsible for leading a consultative and highly participatory strategic planning process with the MEC. The strategic planning process should include a participatory review of the current institutional arrangement, the mission statement and results-based planning. The MEC strategic plan will include goals, concrete objectives, and plans to achieve the agreed-upon objectives. The consultant will lead an inclusive process, including consultations with the MEC secretariat staff, MEC’s commissioners, donors, private sector, and selected key informants in the anticorruption community - both government and civil society.  It is essential that both the strategy process and the strategy development itself are strongly owned by the MEC, and seen to be so.

Estimated budget: 400.000 DKK

The assessment will be conducted over the following schedule:

  • 4 days preparation work prior to arrival into Afghanistan.  This will also include a meeting with the Donor team when in country who will set out expectations in Afghanistan prior to field work;
  • The 1st fieldwork in Afghanistan will take place during March 06-25, 2016 for 20 working days in Afghanistan (6 working days per week, 3 weeks in country);
  • The Consultant will also conduct Skype discussions with the MEC Committee Members during his/her 1st fieldwork mission in March 2016;  
  • A first draft version of the Strategic Plan and a briefing on the same should be sent/conducted to the donors and MEC prior to departure (March 25);
  • Donors and the MEC shall provide comments on the draft version no later than March 30, 2016;
  • The 2nd fieldwork in Afghanistan will take place during 22 April to 2 May 2016, 11 working days in country (during the MEC Committee visit to Kabul). During this fieldwork the Consultant will discuss revising the draft Strategic Plan with the Committee Members in face-to-face meetings;
  • A second draft version of the Strategic Plan will be submitted to the donors not later than April 28, 2016 and;
  • Donors and the MEC shall provide comments on the 2nd draft version no later than April 30, 2016;
  • The final version of the strategic plan should be ready no later than May 5, 2016.
