CANCELLED Restricted procedure: DGF II Mid Term Review

The Democratic Governance Facility ( is a multi donor facility for support to democratic governance. The current second phase of the programme (2018-2022) is supported by seven Development Partners, namely Austria, Denmark, Ireland, the Netherlands, Norway, Sweden and the European Union.  The overall vision of the DGF is to contribute to ‘a Uganda where citizens are empowered to engage in democratic governance and the state upholds citizens' rights’. With a total budget of approximately EUR 90 million, DGF II is currently supporting more than 70 Implementing Partners (IPs), which focus on democratic processes; rule of law & access to justice; human rights and gender equality; as well as citizens' engagement in decision-making processes.

DGF II is governed by a Board composed of the Heads of Missions of the participating DPs. The Board is supplemented by a Steering Committee (SC) composed of technical staff from the participating DPs. A Facility Management Unit (FMU) consisting of approximately 40 staff (including five international advisors) is responsible for day-to-day management of the DGF II programme and its engagement with implementing partners, including collation, analysis and dissemination of results. The FMU is expected to go beyond being a fund manager by convening partners to engage in areas such as political economy analysis.

Objective: The emphasis of this mid-term review will be on achievements and an assessment of its continued relevance, efficiency, effectiveness and sustainability. A Value for Money assessment is also required with the aim to understand and increase the benefits of interventions and to assess the DGF interventions against credible alternatives i.e. consider if there are other or better ways to deliver the same intended results.

Scope of work: An estimated input of a maximum of 100 man days (accumulated) for key staff. This shall cover assessment of results and implementation of principles underlying the DGF with a view to relevance, impact, effectiveness, efficiency, fit for purpose analysis and sustainability of the DGF.

Timing: The assignment is expected to start early February 2020 and be completed early April 2020.
