Provision of Enterprise Architecture consultants for the design of network zones and risk assessment of core IT Applications - Tanzania

Background: Denmark’s country programme for support to Tanzania for the period 2014-2019 includes technical assistance to implement an Enterprise Architecture project and to enhance the ICT security at a tanzanian government institution. The assignment addresses critical security issues that were identified during the Enterprise Architecture study in 2015.

Objective: The objective is to reduce the infrastructure vulnerability perimeter of the organisation and strengthen ICT security. The target of this assignment is also to raise the organisation's ICT Security to best practice and meet the agreed EA principles for the organisation's existing applications. The assignment should be carried out in spring 2016 with an approximate input of up to 600 man hours, including site visits in Dar es Salaam
Deliverables from the EA study will be used to guide the implementation design.

Scope: The Scope of this assignment is to raise TRA ICT Security for existing applications and infrastructure with the following deliverables:

  • Establishing 5 network zones and 2 environment
    • Assessment of the organisation's core applications for migration to the new network zones

    An integrated part of the vision is to increase the security awareness and competencies of the employees.

    Expertise required: The team should consist of two Enterprise Architects with strong IT Enterprise architecture and IT Security experience.

    Experience in doing analysis and design concepts pertaining to Enterprise IT Architecture Management (EAM) according to defined targets and processes in an assigned area of work, an assigned team or organizational unit
    Solid understanding and experience in Integrated Enterprise Applications from Infrastructure to Application level.
    Excellent and persuasive communicator and fluent in both spoken and written English

    Required Knowledge:

    • In-depth knowledge and experience in Enterprise Network topology Design and Setup
    • Extensive knowledge and experience with network security, application security and data security
      The consultants need to have a deep knowledge and understanding of Identity Management using Microsoft Active Directory and Oracle Identity and Access Management
    • An understanding of database platforms like Oracle, MS SQL and security related issues and technologies.
    • Knowledge of several leading standards and best practices in IT solutions (applications and infrastructure)
    • Experience with Information Security Governance and Risk Management
    • Experience in Systems vulnerability assessment and Penetration testing
    • Familiarity with ITIL, COBIT, TOGAF and MSF

    The assignment will have a maximum budget of 900.000 DKK

    Timing: The assignment is expected to be carried out over ten weeks with a starting date ideally around 1 March 2016.
