Process consultant - formulation of country programme for Niger 2017-2021

Description: Based on the Country Policy Paper for Niger (2016-2020), the formulation of a new bilateral Country Programme will be initiated in February 2016. For this purpose a process consultant will be engaged to provide assistance to the Danish Embassy (situated in Ouagadougou, Burkina Faso) for facilitating the programme preparation process in close collaboration with the Embassy, the Nigérien authorities, the partners to be supported under the programme, other development partners in Niger, and the consultants designing and formulating the individual development engagements, i.e. programme components. These consultants will be on separate contracts with Danida.

The process consultant will support the Embassy in all phases of the programme formulation process, including elaboration of Concept Note, drafting of ToRs for and mobilisation of other consultants, quality assurance and  finalisation of the development engagement documents and drafting of  the general programme document with its annexes. The programme documentation to be prepared will partly be in French and partly in English. The documentation as well as the entire process will follow the Danida Guidelines for Country Programmes that can be found on the Aid Management Guidelines website (amg.um.dk).

We are looking for one senior consultant with a solid experience from similar processes in the Sahel region as well as a profound knowledge of the region. The process will span the period from February 2016 to April 2017, within which the number of working days to be delivered by the process consultant is expected to be max. 80 days. Of these, approximately 50% are likely to be spent in Niger/Burkina.
