Mid-Term Review of the Country Programme in Bolivia - Environment

Description: The Danish Embassy in La Paz is undertaking a Mid-Term Review of the Country Programme in Bolivia within the month of April 2016.

Given the decision to close the Embassy and phase out the Danish development cooperation in Bolivia, the first objective of the Mid-Term Review is to make an assessment of the Exit Plan for the phasing out of the Country Programme. The second objective is to make a formal mid-term review of the progress of the Country Programme against the five DAC-criteria: relevance, efficiency, effectiveness, sustainability and impact. The review will eventually recommend technical and financial adjustments to the Country Programme in light of individual exit plans at partner level.

The Mid-Term Review will be undertaken by a team of 4 consultants headed by the Danish Ministry of Foreign Affairs. For the position as team expert on environment, climate change and renweable energi, and co-responsible for undertaking the assessment of the thematic programme Environment, Climate Change and Renewable Energi, the Danish Embassy is seeking to contract a short term consultant complying with the following criteria:

• University degree in university degree in biology, environment, natural resources or related fields
• A minimum of 15 years professional experience in the formulation, monitoring and evaluation of programs and projects within the areas of environment and climate change in Bolivia
• Comprehensive knoweledge of the Bolivian Government's proposals for the Climate Change Negotiations (NIDCs) Experience
• Proven experience within international cooperation programmes in Bolivia - knowledge of and experience with the particular thematic programme in question will be an advantage.
• Comprehensive and proven experience working with different types of stakeholders such as government, indigenous organisations, protected areas, small producers in the Amazonian, and NGOs in Bolivia - experience with territorial management will be an advantage
• Comprehensive and proven experience in institutional analysis and evaluation
• Poses up-to-date knowledge of the current national socio-political and economic situation including the Bolivian National Development Plan, public policies and strategic plans of the environment sector and climate change 
• Full proficiency in Spanish as well as a good understanding of English

Estimated budget: The maximum budget of the contract is DKK 50,000.00
