Technical Assistant for Judicial Service, Ghana

Description: Danida intends to provide technical assistance in the area of Monitoring and Evaluation to Judicial Service in Ghana, as part of component I of the Right to Services and Good Governance Programme.  Component I provides support to Human Rights, Good Governance and Access to Justice through institutional support to the Commission on Human Rights and Administrative Justice (CHRAJ) and the Judicial Service (JS) in order to protect and promote human and other legal rights, strengthen good governance at all levels and enhance access to justice for the poor and marginalised.

The objectives of the consultancy are as follows:

• To strengthen the capacity of the Judicial Reforms and Projects and the Monitoring and Evaluation Directorates of the Judicial Service to effectively plan, implement, monitor and report on activities under the 5-year Strategic Plan

• To develop an M&E system for the Judicial Service that will enable effective tracking and reporting of progress under the 5-year Strategic Plan

The Consultancy will support the Judicial Reforms and Projects Directorate and the Monitoring and Evaluation Directorate of the Judicial Service to deliver on activities under the Strategic Plan. The four month consultancy will primarily be conducted in Accra, but it is expected that the M&E system shall be rolled-out by the selected trained M&E and ICT staff to all the courts and tribunals under the Judicial Service. The Consultancy will include developing and installing the M&E system software in all courts and tribunals in Accra as well as build the capacity of 34 Judicial M&E and ICT Directorate’s staff, 7 Judicial Reforms and Projects Directorate´s staff and 335 Court Registrars to operationalize the system. The capacity building for the 335 registry staff shall be executed in three batches to cover the northern, middle and southern sectors of the country by the service provider either in Accra or an alternative convenient and cost effective location.

The following consultants are required for this assignment:

• A Strategic and Project Management/M&E Expert with at least 15 years relevant work experience after the Master’s Degree in project management or equivalent. Experience in monitoring systems and development of governance indicators, designing and using web-based M&E systems, log frames, designing data collection instruments and data management. Strong experience in working with governmental institutions in development countries and the region is preferred. Regional knowledge and experience will be an asset.

• An ICT expert with a degree in software engineering and at least 10 years of relevant work experience. Experience with extensive troubleshooting, designing web-based and manual M&E systems and web-based data collection instruments. Strong experience in working with governmental institutions in development countries and the region is preferred. Regional knowledge and experience will be an asset.

The scope of the assignment will be detailed in Terms of Reference to be issued to the shortlisted consultants.
