Restricted procedure: Capacity assessment and review of Danish Youth Council (DUF) - interregional

BACKGROUND: The Ministry of Foreign Affairs of Denmark (MFA) seeks to undertake a capacity assessment and review (hereafter: "review") of Danish Youth Council (DUF).

OBJECTIVE: The overall objective of this review is to assess DUF's capacity and performance in delivering results under its grant financed by the MFA (Global Youth Programme). Emphasis is on the role of DUF in ensuring accountable management and results in the Global South through its various grant holders, through activities implemented by DUF and through the UN Delegate Programme. The Review also focus on DUF's role in strengthening public engagement in Denmark.

METHOD & OUTPUTS: The review will be based on a desk assessment and interviews with DUF and relevant stakeholders in Denmark and field visits in two sampled countries in the Global South (to be determined during inception). The Review Team may - if necessary/relevant due to COVID-19 restrictions - contract local consultants to conduct field visits in selected countries and conduct visits through online meetings. 

The Review team is expected to provide the following outputs: 1) An inception report (not exceeding five pages, excluding annexes), which will serve as a presentation of the main issues to be addresses during the data collection/field work, the sampled projects and countries as well as dealing and fine-turning the methodology and work plan, 2) A debriefing presentation, which will present the preliminary findings and recommendations for discussion with DUF and the MFA. 3) A review report (not exceeding 20 pages plus annexes) including max. 12 recommendations, which will inform MFA's on-going dialogue with DUF. 

TIMEFRAME: The Review is expected to start in early/mid December 2021 with initial kick-off. The inception phase will take place early - mid December. The data collection and virtual field mission is planned for January, followed by debrief, reporting and finalisation by the end of January and early/mid February. Exact dates will be revisited. 

CONSULTANTS: Two international consultants/experts are required for this assignment with an estimated maximum indicated in the budget section below. The two consultants should have the following profiles: (i) team leader: Specialist in civil society development and monitoring & evaluation; and (ii) specialist in financial management and programme administration. 

BUDGET: The timeframe is estimated at 400 working hours (total). The budget maximum is DKK 500,000 excl. VAT.
