Open procedure: Formulation of the Concept Note and support to the development of the Kenya Country Programme II (2021-2025) - Kenya

The Danish Embassy in Nairobi has initiated the process of formulating a new Kenya Country Programme 2022-2025 (KCP). As part of this process, the Embassy is also drafting a country policy paper and requires the assistance of a consultant to develop the Concept Note for the new country programme which will be presented to the programme committee in November 2019 as well as provide support to the development of the country programme document.

The new country programme will build on the results and experiences of the current country programme (2016-2020) and is planned to have the following three focus areas (1) Governance and rights; (2) Health for all - with a particular focus on women and girls’ sexual and reproductive health and rights and (3) Inclusive growth (environmental sustainability), climate change and resilience.

The Embassy therefore wishes to engage an international process consultant to facilitate the programme preparation process in close collaboration with the Embassy, the Kenyan authorities, various stakeholders, other development partners in Kenya, and the consultants designing and formulating the Programme Document and individual development engagements, i.e. programme components (these consultants will be on separate contracts with Danida). In addition, the Consultant will provide an added level of quality assurance to the Country Programme Document, associated Development Engagement Documents and annexes meet the required Danida standards.

The Embassy seeks to procure an International Process Consultant with the objective of supporting it during the formulation of a new Country Policy Paper and Concept Note for the KCP II programme document for 2021-2025, which will be presented to the Programme Committee in accordance with the Danida guidelines. The consultant will support the Embassy in all phases of the programme formulation process, including elaboration of Concept Note, drafting of ToRs for the mobilization of other consultants, some input towards quality assurance of the Country Programme Document and associated development engagement documents and relevant annexes. (It should be noted that the Country Programme Document, development engagement documents will be developed by consultants on a separate formulation contracts with Danida, whilst Embassy staff will write the Country Policy Paper with some input from the Process Consultant team.)

As part of the analytical process for the development of the Country Policy Paper and Concept Note, a stakeholder consultative Seminar will be held on 29-30  May 2019,  with the purpose of engaging thought leaders, practitioners and decision-makers in strategic discussions on possible direction and engagements of the new Country Programme. The Consultant(s) will participate in this Seminar and will be charged with assisting in various aspects of facilitation to be determined by the Embassy. It is expected that the Consultant(s) will also use the opportunity of the Seminar to consolidate inputs thereof towards the Concept Note and it is imperative that they participate in this Seminar.

Estimate Budget and Timing
The contract is expected to commence in early May 2019 and run till September 2020 on a part time basis.

The estimated input is approx. 65 days. 

The budget maximum is DKK 750,000
