Monitoring and Evaluation under the Danish-Arab Partnership Programme

Background: The current Danish-Arab Partnership Programme (DAPP) is guided by a Strategic Framework Document (2013–2016) and operationalised by annual Implementation Documents being approved by the Danish Ministry of Foreign Affair’s Grant Committee.
In order to focus and maximise impact, DAPP has selected 11 strategic partners to implement a large part of DAPP’s bilateral support. In addition, funds are channelled through varies types of partners/modalities, including multilateral organisations, academic cooperation, seconded national experts to the EU and World Bank.

Objectives: The assignment has a triple objective: One which looks at results achieved through the Danish-Arab Partnership Programme (DAPP) during 2015, a second to ensure an effective monitoring of the DAPP 2016 results and finally to operationalise the DAPP 2017-2021 M&E framework which is being prepared during 2016 building on the M&E lessons learned so far.

Scope: The consultant will be expected to use a maximum of 50 days for the assignment. 
The assignment will have a maximum budget of 500.000 DKK.

Timing: Starting as soon as possible - end-date expected to be first quarter of 2017.
