Restricted procedure: Consultancy service for tenders re. Danish Development Aid Burkina Faso

As part of the implementation of Denmark’s new engagement in Burkina Faso (2021-2025), the Embassy is planning to conduct seven tenders for the provision of technical assistance in different subject matters. In this connection, the Embassy seeks to employ a team of two senior consultants to advise and assist the Embassy on matters related to technical aspects of the tender processes. 

The assignment is expected to start on 3rd August 2020 and is expected to be finalised by first semester of 2021. The assignment can be executed as "home based".
 
The total maximum estimated hours of work for both senior consultants for all 7 tenders is 840 hours. The complexity and workload will vary between the different tenders. As a starting point both consultants are expected to deliver half of the work hours each. Deviations from this starting point can however be agreed between the consultants and the Embassy.
The budget maximum for this assignment is DKK 1,000,000 net of VAT, including both fees and potential reimbursable expenses.     
 
General qualifications wanted:
10 years professional experience with procurement processes in relation to development cooperation
Substantive knowledge and experience in working with EU tender processes.
Academic education or experience of relevance to the subject matter of the contracts to be tendered is an advantage.
Knowledge of Danish procurement regulation is an advantage.
Adequacy for the assignment:
Extensive experience as facilitator, coordinator and drafter of EU-tenders.
Solid experience with Danish development cooperation (Danida)
Knowledge of and experience with some of the subject matters of the contracts to be tendered is an advantage.
Experience in the Region and Language
Knowledge of French and English is a requirement.
Working experience from/with developing countries preferably in Burkina Faso or alternatively other Francophone West African countries is an advantage.
