Restricted Procedure: Review and Capacity Assessment of Caritas Denmark and Danmission under the Strategic Partnership Agreement (SPa)

In keeping with the Administrative Guidelines for Danish grants for Danish Civil Society Organisations qualifying as “Strategic Partners”, the MFA wishes to launch a joint Review of Caritas Denmark and Danmission as SPA partners. The joint review is undertaken mainly for practical reasons and two separate reports will be produced.

The overall objective is to assess the capacity and performance of Caritas Denmark and Danmission in achiving social change and delivering results under its engagement with the MFA with a particular view to stimulate learning and support relevant organisational development. The review will assess Caritas Denmark and Danmission’s overall organisational capacity with a view to implement organisational strategies and achieve agreed results under the Strategic Partnership with MFA. It will furthermore assess how documentation of results during the Strategic Partnership (2018-) based on HQ visit and selected case-studies. The review should identify recommendations, which will provide a critical input to the MFA’s on-going dialogue with Caritas Denmark and Danmission.

The Review will be based on a desk assessments, on-site interviews with Caritas Denmark / Danmission at their respective HQ’s and relevant stakeholders in Denmark and virtual field visits tentatively planned for Myanmar and Jordan with a side-visit to Lebanon. Due to the restrictions imposed as a consequence of the Covid-19 epidemic it may thus not be possible to conduct ordinary field visits. As a consequence, where possible, the winning team of consultants will contract local consultants who will participate and assist in the field visits and remaining interviews will be done virtually. The Review will be based on a sample of programmes under the Strategic Partnership Agreement. The review will present two draft inception reports, two debriefing presentations and two final Review Reports. All the outputs, will be prepared for Caritas Denmark and Danmission, respectively.

The Review is expected (tentative) to start Primo September 2020, and conclude by Mid November 2020, with little flexibility on either end. September will comprise the inception phase (desk review, initial interviews, inception report). The field missions (virtually or by local consultants) will take place in Mid October. Report drafting, presentation and finalisation will take place in Ultimo October / Mid November.

Three international consultants/experts are required for this assignment. The team should include an expert in organisational/capacity development of civil society and humanitarian organisations (team leader for the external team); an expert in development and humanitarian affairs and results management; and an expert in financial management and programme administration. Local consultants, contracted by the international consultants, will conduct field visits as appropriate. The review team will be led by a chief advisor from the MFA.

The budget maximum is DKK 750,000.

Shortlisted candidates will be invited to submit a full proposal based on a detailed Terms of Reference. Notification of shortlisted candidates is expected immediately after the deadline for Request to Participate. Shortlisted candidates should be ready to submit a full proposal within 7-9 calendar days (5-7 working days) of notification of shortlisting from the MFA.
