Restricted procedure: Audit of Kenya UHC project

The Danida Universal Health Coverage programme supports gazetted public health facilities at levels 2 and 3 in 47 counties through providing funds for operations and maintenance costs, via funds transferred as conditional grants from National Treasury to the Counties.  Total grant is DKK 175 million (plus DKK 61.25 million of unspent funds from the previous grant support) over four years starting in January 2017. The grant support is managed from the Ministry of Health (MOH) in coordination with the Council of Governors (COG) and the 47 County Governments. 

The Royal Danish Embassy has decided to perform independent external audits of the Danida funds transferred to the 47 counties and the health facilities.  Auditing has been conducted to date up to 30th June 2018.  The tendered contract would audit two financial years: 1 July 2018 – 30 June 2019 and 1 July 2019 – 30 June 2020.  Draft reports for each year would be due three months after the auditing period, by 30th September of each year, and final reports being due by 31st December of each year.
