Formulation and Tender of a Danida Emergency Relief Fund - Denmark

Background: Danida is seeking to facilitate the establishment of a new humanitarian emergency relief fund, which should enable humanitarian and civil society organizations without a Humanitarian Partnership Agreement (HPA) with Danida to respond effectively and efficiently to natural disasters, conflict or other acute humanitarian crisis in areas where the organizations or their regular partners have relevant access or specific capacities beyond the scope of the existing HPA partners. 25 million DKK has been allocated for such other emergency relief funds under the Danish Government’s Finance Act for 2016. The emergency relief fund will be outsourced and administrated by an external agency, which is responsible for the administration of the fund and providing grants on the basis of applications from relevant organisation.

Objective: Formulation of the Danida Emergency Relief Fund as well as Tendering of the Fund Manager.
For the formulation, a scoping excercise will identify the feasibility and scope of a potential Danida Emergency Relief Fund for non-framework NGO’s. This is partially to ensure ownership from and transparency towards relevant NGO's. The NGO’s should therefore be included as minimum in an introductory meeting, a midway evaluation meeting and before the tender material is elaborated. The analysis should adress, but not necessarily be limited to, the following issues:
- Needs, demands and possible effects of establishing of new emergency fund
- Design and governance structure
- Assistance to arganisation alongside funding
- Link with Danida, as well as consultation and decision-making procedures
- Selection criteria for organisations and eligibilty for funding
- Type of agencies that would have the capacity of administrating the fund
- Examples and practices from other countries on similar funds
An initial inception report must be produced to encompass a further description of the proposed approach for the assessment as well as a timetable. The final report must include concrete recommendations for the setup of the fund and possibly relevant annexes.

The tender consultant shall assists the Danida Tender Committee on all aspects of the tender from the preparation of the Procurement Strategy to the issuance of the Contract Award Notice.

Scope: The assignment is estimated to require inputs from two experts with 150 workhours allocated to the formulation consultant and 200 workhours to the tendering consultant.

Timing: Commencement of the Fund Manager contract 15 November 2016
