Reinforced Energy Cooperation Between Ukraine and Denmark

During the meeting, the parties exchanged the originals of the Memorandum on the expansion of the energy partnership in the field of wind energy, which was signed online by the Energy Ministers of both countries at the end of April 2023.

The minister and the ambassador discussed the current short-term support from Denmark to Ukraine, expanding the scope with the inclusion of an offshore wind project as well as how to strengthen the cooperation moving forward. 

The energy cooperation between Denmark and Ukraine at the governmental level was established in 2014 and is currently being implemented through the Ukraine Denmark Energy Partnership Programme (UDEPP). The primary objective for cooperation is to support the long-term reconstruction efforts and foster the development of a sustainable and independent energy sector in Ukraine.
The ongoing phase of the programme runs from 2021 to 2026, with a budget of approximately EUR 8 million. The key partners involved in the programme are the Ministry of Energy, the Ministry for Communities, Territories and Infrastructure Development, and the State Agency for Energy Efficiency. The program focuses on capacity-building and the execution of projects within long-term energy modelling, integration of renewable energy sources, district heating, and energy efficiency solutions.

The Ukraine-Denmark Energy Partnership Programme (UDEPP) will be revitalized soon with the development of a new work programme.

Denmark played a key role in establishing the Ukraine Energy Support Fund by providing “seed money”, and as per February 24th, 2023, around 163 million Euro has been mobilized to the Fund. Ahead of the winter season, Denmark has pledged an additional 7,9 million Euro to the Fund. UDEPP facilitated three larger energy equipment donations. Furthermore, UDEPP donated 537.000 Euros to support the Energy Community as initial “seed money”, contributing to making the fund sustainable and able to deliver.

Ukraine and Denmark have launched cooperation on wind generation following the recent signature of the Memorandum of Understanding in April 2023. Wind generation should provide decentralized and resilient generation in the future. The first phase will include a fast-track scoping study on offshore wind potential by World Bank and DTU Wind (Danish Technical University) by September 2023 (emphasis on the development of offshore wind generation, but not limited to this).

Ukraine and Denmark will work jointly on accelerating the energy transition in accordance with the goals and priorities of the energy sector development of both countries.

Denmark has already developed a draft catalogue for power and heat technologies to support emergency decentralized generation for this and next winter. And it will also cover modern technologies and support more sustainable approach to generation development.
