BACKGROUND:
The Ministry of Foreign Affairs of Denmark seeks to undertake an early appraisal of the new country programme for Danish development cooperation with Kenya covering the period 2026-2031.
OBJECTIVE:
The purpose of the appraisal is to provide strategic and technical quality assurance of the programme design and documentation as per the MFA Aid Management Guidelines.
SCOPE OF WORK & OUTPUTS:
The appraisal will be conducted based on a desk review of documents and initial interviews followed by a mission to Kenya.
The appraisal team is expected to provide the following outputs: 1) A Preparation Note outlining the main issues of concern and methods within the framework of the appraisal. 2) A de-briefing note highlighting key findings and recommendations. 3) A draft report with key findings and recommendations. 4) A final appraisal report which should include an elaboration of the key findings as well as recommendations.
TIMEFRAME (tentative dates):
The appraisal is expected to start early May 2026, and conclude by Ultimo June or start July 2026. The mission to Kenya is expected to take place 26 May to 5 June.
CONSULTANTS:
Two international consultants/experts are required for this assignment. The team should include External expert 1: Governance and health expert including Sexual and Reproductive Health Rights (SRHR) and External Consultant 2: Expert in management of natural resources including water, and locally led climate adaptation.
One of the consultants should be team leader for the external consultants. All consultants are expected to have very good working knowledge of the English language and solid experience from Kenya. The appraisal team is be led by a chief advisor from the MFA and will include two development specialists from LEARNING.
BUDGET:
The budget maximum is DKK 750,000.00 net of VAT.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
