The draft is written early in the preparation process and is intended to provide an initial outline. The purpose is to inform a strategic discussion and gather inputs and recommendations for the further preparation of the project or programme.

The draft document and received consultation responses are subsequently discussed by the External Panel. The Panel is a part of Danida’s quality assurance
