Focus areas & budget

At the heart of the UTP is support for Mykolaiv city and region, which has been heavily affected by the war. Denmark’s support here includes:

• Building capacity to respond to urgent needs and plan for greener, more sustainable reconstruction – continuing the existing Denmark–Mykolaiv Partnership.
• Rebuilding schools, hospitals, shelters, and homes to restore basic living conditions.
• Restoring electricity, heating, and water supply systems.
• Expanding health and rehabilitation services, with a strong focus on mental health programmes for veterans, displaced persons, children and youth, and survivors of gender-based violence.

Across Ukraine – and with local delivery in Mykolaiv – Denmark will also support rebuilding the economy and energy systems:

• Restoring energy supply, advancing the green transition, and strengthening energy security.
• Supporting conditions for economic development and sustainable growth, including a well-functioning labour market and democratic institutions.
• Helping restore the private sector, with emphasis on agriculture and job creation.

Finally, the programme supports Ukraine’s path to EU membership and stronger democratic institutions. Denmark will contribute to:

• National reforms, EU accession, and institutional capacity building.
• Fighting corruption and reinforcing democratic institutions.
• Promoting decentralisation and local democracy.
• Supporting a democratic civil society, with special attention to the youth.
• Strengthening independent media, including investigative journalism, and tackling disinformation.
• Promoting human rights, gender equality, diversity, and combatting violence against women.
