Provision of Advisory Services in the Sphere of Anti-Corruption and the EU enlargement processes

Description

The Purpose of the assignment is to provide long-term high-quality advisory services to the beneficiary institutions involved in the efforts of Ukraine’s EU integration processes. 

The Objective is to provide advisory – legal, policy and other – services to the beneficiary institutions involved in the efforts of Ukraine’s EU integration processes, namely the Office of Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and the Government Office for Coordination of European and Euro-Atlantic Integration. 

Scope of Work and Indicative Outputs and Deliverables

Commissioned expert is expected to provide legal, policy and other services, namely: 
Providing advice and conducting peer review of policy and legal documents in the areas of anti-corruption policy, prevention of corruption, prosecution of corruption, functioning of specialised anti-corruption institutions, with a particular focus on fulfilment of Ukraine's obligations in the process of EU accession and on alignment of national legislation with EU acquis;
Policy and legal advice on European standards, international recommendations and best practices in the above-mentioned areas and EU accession process as such;
Assistance in the development of relevant analytical documents, policy briefs, papers, notes, expert opinions and other documents, providing peer reviews and other input;
Other services related to the sphere of anti-corruption and the EU enlargement processes (accession to the EU) as agreed with EUACI.

The following list of outputs and deliverables is indicative and non-exhaustive. 
Conducting analytics and drafting analytical reports, such as risk assessments, needs analysis;
Preparation of assessment reports and technical specifications or other documents as required;
Drafting legal assessments, opinions, notes, memos or other analytical documents on outstanding matters within the mentioned sphere; 
Drafting draft laws and/or amendments to existing legislation;
Developing and delivering presentations to the EUACI and the beneficiary institutions;
Conducting training courses and other types of events, delivering lectures and carrying out other possible knowledge sharing activities, as agreed with the EUACI.

The intended commencement period for training activities is June 2024.

The total budget available for the assignment is DKK 447,508 (corresponding to approximately EUR 60,000). Direct costs (per diems, travel, accommodation) will be covered separately.

Criteria for selection 
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
