The approval guidelines constitute the approval process for all bilateral programmes and projects. The approval guidelines describe the procedure within the Danish Ministry of Foreign Affairs for presentation and approval of projects and programmes. The approval guidelines apply to projects and programmes of all financial sizes, complexities and durations. An overview of the procedures is provided in the figure below.
With effect from January 2026, a new process for quality assurance and approval was introduced in the Ministry of Foreign Affairs (MFA) as a result of the KIS process. The guidelines for the approval of bilateral (including multi-bi) projects and programmes have therefore been revised to reflect these changes.
The updated Approval Guidelines (September 2026) can be accessed here (pdf).
