Appraisal of the Syria-Iraq Peace and Stabilisation Programme 2026-2028

Description
Denmark has been supporting stabilisation efforts in Syria and Iraq since 2016. The fourth phase of the Syria-Iraq Peace and Stabilisation Programme (SI-PSP 2026-2028) is currently under formulation. The programme is managed by the Middle East an North Africa Department of the Ministry of Foreign Affairs of Denmark (MFA) on behalf of the MFA and Ministry of Defence of Denmark.
The purpose of the appraisal is to undertake quality assurance of the proposed programme in line with the MFA’s Aid Management Guidelines (AMG) in view of informing the finalisation of programme documentation prior to its presentation to the Peace and Stabilisation Steering Group.
The appraisal is expected to kick-start in December 2025 and be implemented in the period January-February 2026 including field visits to Iraq, Syria and Lebanon, and finalised by March 2026.
The MFA is seeking consultancy services to support the MFA’s Department of Evaluation, Learning and Quality (LÆRING) in the implementation of the appraisal. This entails support from thematic experts including an expert in financial management who will be desk-based.
The maximum budget net of VAT is DKK 900.000 including DKK 100.000 allocated to field-related security costs.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
