Provision of Consultancy Services in the Sphere of Anti-Money Laundering, Asset Recovery and Management and Financial Monitoring

Description

The Purpose of the assignment is to ensure continuity and consistency in the support provided by external experts of the EUACI to beneficiary institutions in the sphere of anti-money laundering, asset recovery and management, and financial monitoring. 

The Objective is to provide legal and policy support services to the EUACI and its beneficiary institutions within the sphere of anti-money laundering, asset recovery and management, and financial monitoring.  

Scope of work of a commissioned expert is expected to provide a range of services, namely: 

a. Policy and legal analysis in the following thematic aspects:
b. Organization of capacity-building activities relevant to the above-mentioned thematic aspects (e.g., training, study visits and meetings, etc.); 
c. Coordination of other experts working on the relevant thematic aspect, if requested by the EUACI;
d. Other services related to the sphere of anti-money laundering, asset recovery and management, and financial monitoring as agreed with the EUACI.

The indicative list of outputs and deliverables is: 

• Conducting analytics and drafting analytical reports, such as risk assessments, needs analysis;
• Preparation of assessment reports and technical specifications or other documents as required;
• Drafting assessments, opinions, notes, memos, draft legislation or other analytical documents on outstanding matters within the mentioned sphere; 
• Developing and delivering presentations to the EUACI and beneficiary institutions;
• Conducting training courses and other types of events, delivering lectures and carrying out other possible knowledge-sharing activities, as agreed with the EUACI.

The intended commencement period for training activities is June 2024. The duration of this assignment is estimated to be 35 calendar months.

The total budget available for the assignment is DKK 447,508 (corresponding to approximately EUR 60,000). Logistics costs for participants are not included and will be covered separately.

Criteria for selection 

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
