Appraisal of three migration programmes
Description
BACKGROUND: The Ministry of Foreign Affairs seeks to undertake an appraisal of three multi-annual migration programmes. 1. A whole-of-route programme along the Western, Central and Eastern Mediterranean routes. 2. A programme to support Denmark’s dialogue on return and readmission with priority third countries (countries of origin). 3. A Migration governance programme focused on the Mediterranean.
OBJECTIVE: The purpose of the appraisal is to provide strategic and technical quality assurance of the programme design and documentation for each of the programmes before submission to the Council for the Development (UPR) and approval by the Minister.
METHOD & OUTPUTS:
The appraisal will be conducted based on a desk review of documents and initial interviews, a mission to four countries and the write the draft and final report.
The appraisal team is expected to provide the following outputs in English: 1) A Mission Preparation Note outlining the main issues of concern and methods within the framework of the appraisal. 2) A de-briefing note highlighting key findings and recommendations. 3) A draft appraisal report per programme with key findings and recommendations. 4) A final appraisal report per programme, which should include an elaboration of the key findings as well as recommendations.
TIMEFRAME: The appraisal will be conducted between 5 August to end-September 2024 and include a mission of app. 20 days to Morocco, Senegal, Chad and Türkiye (alternatively Pakistan) from tentatively 19 August- 5 September 2024. Submission of final report end September 2024.
CONSULTANTS:
Three senior international consultants/experts are required for this assignment.
1. International Consultant with expertise in Project Appraisals (required expertise), Organisational Development and MEAL, (Chief Coordinator for the external team); External Consultant.
2. International Expert/Consultant in migration and migration management (such as legal migration and mobility; protection and asylum; prevention and curbing of irregular migration, migrant smuggling and trafficking in human beings; or return, readmission and reintegration) (Team Member); External Consultant.
3. International Expert in Financial Management and with expertise on international organisations (Team Member); External Consultant.
All consultants are required to have a very good working knowledge of English and consultants 1 and 2 are required to have a basic working knowledge of French. It is an advantage if the consultants have experience with Danish MFA Aid Management Guidelines including appraisals. The appraisal team is led by a chief advisor from the LEARNING department of the MFA and will include an additional staff member from the LEARNING department.
BUDGET: The budget maximum is DKK 1,000.000 net of VAT. It is expected that the amount of days needed for the consultant 1 is at least 37 days, for the consultant 2 at least 33 days, and for the consultant 3 at least 31 days.
