The Royal Danish Embassy to Somalia (RDE Somalia) recently finalized its “Country Strategic Framework” (CSF) for 2024-2028. The CSF provides a single, integrated presentation of Denmark’s strategic objectives in Somalia across instruments, as well as synergies between Danish development cooperation, foreign and security policies, and commercial interests.
Following the final draft CSF, the Embassy is now working on the identification and formulation of its bilateral development program. The Embassy plans to identify no more than 10 engagements across its portfolio. Denmark may take a leading implementation role within a limited number of engagements. This phase of identification and formulation therefore necessitates careful reflection on what to prioritize and where Denmark can best capture comparative advantages and achieve its strategic objectives as identified in the CSF.
Addressing climate change and enabling green growth are major priorities for Danish foreign-, security- and development objectives. They rank high on the list of potential engagements where Denmark is considering supporting taking a leading role.
The purpose of the assignment is to identify and articulate options and possible interventions and subsequently, subject to RDE decisions, formulate the preferred option into a programme or set of interventions. RDE Somalia wishes to procure a consultant team to conduct an identification and potential formulation for Climate Change and Green Growth.
The assignment is expected to run from September-November 2023. The Consultant should expect to undertake at least two trips to both Nairobi and Somalia.
The Consultant will be expected to submit a technical and cost proposal based on EU procurement rules for procurements up to DKK 1 million. It will be up to the Consultant to identify the Level of Effort (LOE) needed; however, RDE Somalia estimates the assignment needing around 80 LOE days spread across the team. The contract is to include all expenses for support personnel and travel costs as well as compliance (audit).
