Retender: Consultancy Service for EU-Agreements Regarding Development Cooperation

Description
The Danish Ministry of Foreign Affairs (DMFA) is engaged in a number of development cooperation agreements with the EU. The DMFA is seeking consultancy services in order to strengthen the compliance with internal guidelines and EU’s rules and regulations regarding financial management.
The consultant is to support the permanent staff at the DMFA Home Service and missions in the Service Abroad by overseeing the implementation of EU agreements. Both as backstopping during the signing of new contracts, quality assurance of existing agreements, as well as support during post-implementing audits.
The main objectives of the desired consultancy services are; Assistance with regard to
• Recovery orders linked to inappropriately execution of contracts due to lack of knowledge.
• Addressing EU audit requirements – e.g. contacting partners and acquiring relevant documents.
• Preparation of new EU engagements utilizing all aspects of EU guidelines.
• Assisting development of internal guidelines for administration of EU funds for the MFA staff and partners
• Preparation and conducting tutorial material and sessions for designated DMFA staff and partners.
The DMFA is developing a new strategic approach to EU funding, therefore it will be possible to draw from the consultants experience on how best to tap into this “market” for agreements as well as how to organize the work internal in the DMFA.
The DMFA wishes to sign a framework agreement (two years + an option to extend 2 x 1 year) with a relevant consultant. The maximum budget of the framework agreement is DKK 500,000.00 (net of VAT).
