Mid-term review of Danish Gulf of Guinea Maritime Security Programme, 2022-2026 (DMSP III)
BACKGROUND:
The objective of the of the 3rd phase of the Danish Gulf of Guinea Maritime Security Programme (DMSP III) is to enhance maritime security in the Gulf of Guinea through more capable maritime and law enforcement institutions at national and regional levels. The programme is funded from the Danish Peace and Stabilization Fund. The programme covers Ghana, Nigeria, Togo, Benin, Ivory Coast and Cameroon and is comprised of four engagements, of which three are focused on enhancing the capacity of civilian maritime law enforcement agencies and one is focused on enhancing naval capabilities.
The Ministry of Foreign Affairs, in collaboration with the Danish Ministry of Defence, seek to undertake a mid-term review of the DMSP III to assess progress in the four ongoing engagements. The MTR will review the engagements within the context of Danish efforts to enhance maritime security through more capable regional and national maritime- and law enforcement institutions.
OBJECTIVE:
The objective of the review is to assess progress and relevance of the ongoing engagements under the DMSP III and provide recommendations for possible adjustments as relevant. The review will gather lessons learned, including factors that have enhanced or hindered the implementation of project activities, as well as gauge progress made towards the achievement of outcomes in the context of the Danish maritime security engagements in the Gulf of Guinea. The review will provide inputs for possible adaption or course correction of the current programme, as well as inform a potential next phase of Danish maritime programme in the region.
METHOD & OUTPUTS:
The mid-term review will be conducted based on a desk review of documents and initial interviews, a mission to the region and the write-up of the draft and final report.
The appraisal team is expected to provide the following outputs in English: 1) A Mission Preparation Note outlining the main issues of concern and methods within the framework of the mid-term review. 2) A de-briefing power-point highlighting key findings and recommendations. 3) A draft mid-term review report with key findings and recommendations. 4) A final mid-term review report.
TIMEFRAME:
The mid-term review will be conducted between February - March/early April 2025 and include a mission of app. 14 days starting early March 2025. The timing will be finally agreed with the implicated partners.
CONSULTANTS:
Two senior international consultants/experts are required for this assignment.
1. International Consultant with expertise in maritime security and rule of law as well as programme reviews (required expertise);
2. International Consultant with expertise in financial management and risk management.
Both consultants should be fluent in English and have a working knowledge of French. At least one of the consultants should have experience with Danish MFA Aid Management Guidelines including reviews. It is an advantage if the consultants have Experience from the Coastal West Africa region. Both consultants will travel.
The appraisal team is led by a chief technical advisor from the LEARNING department of the MFA. The review team may include resource persons from other departments of the MFA and the MoD.
BUDGET:
The budget maximum is DKK 680.000 net of VAT. The number of days needed between the two consultants is estimated to 62 days.
