Midterm Review of the Eastern Neighbourhood Programme 2022-2026
Description
Denmark has been supporting the EU eastern neighbourhood countries since their independence, most recently though the Eastern Neighbourhood Programme (2022-2026). The overall programme goals are: i) to promote the development of democratic institutions and processes in tandem with EU accession reform efforts, and ii) to support sustainable and just growth, a green transition and increased energy independence. The programme covers three partnership countries, namely Ukraine, Georgia and Moldova. It has a regional component that aims to support democratic development and human rights in potentially all six neighbourhood countries.
The purpose of the midterm review is to provide an assessment of the performance of the programme in accordance with DANIDA’s Aid Management Guidelines, and to inform about adjustments needed for the remaining life of the programme.
The midterm review is expected to be implemented in the period January-February 2025, including field visits to Ukraine, Moldova and Georgia, and be finalized by March 2025.
The Ministry of Foreign Affairs of Denmark is seeking consultancy services to support the implementation of the midterm review. This entails support from thematic experts including an expert in financial management, and country-based national experts in partnership countries.

Criteria for selection
A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
