Formulation of a fourth phase of Denmark's Peace and Stabilisation Programme for the Horn of Africa

Denmark is currently implementing a third phase of the Denmark’s Peace and Stabilisation Programme for the Horn of Africa 2018-2022 (PSP HoA III). The programme is implemented by the Danish Ministry of Foreign Affairs (MFA) in collaboration with the Danish Ministry of Defence (MOD) and Danish Ministry of Justice (MOJ). The PSP HoA III addresses drivers of fragility and conflict in the Horn of Africa region and is focused around Somalia, Kenya and Ethiopia. It is in its third consecutive phase running from 2018 to December 2022 with a total budget of approx. DKK 250 mio. (ODA and non-ODA).
The purpose of this contract is to support the Danish Embassy in Nairobi in the formulation of a draft programme document with annexes and draft PSEDs for the fourth phase of the Peace and Stabilisation Programme for the Horn of Africa from 2023-2026 with a budget of approx. DKK 270 mio. (ODA and non-ODA), subject to approval during the formulation process. The fourth phase should build on prior experiences and must align with priorities of the Danish government in the Horn of Africa, the new Foreign and Security Policy Strategy 2022 and Denmark's strategy for development cooperation, 'The World We Share' (2021-2025) and the Somalia Country Policy Paper 2018-2023. It should take an integrated approach and seek to strengthen the 'whole of government approach' and linkages between stabilisation, peace, security, development and humanitarian assistance, and thus work in complementarity to the country and partnership programmes in Somalia, Ethiopia and Kenya and the Africa Programme for Peace.
Key deliverables [not exhaustive]: The main objective of the assignment is to assist the Embassy in Nairobi, in close dialogue with the Ministry of Defence and the Embassy in Addis to formulate a draft programme document, including annexes and draft PSEDs for a new Danish Peace and Stabilisation Programme for the Horn of Africa 2023-2026.
Timeframe and consultant: The assignment is expected to be carried out in the period from May to December 2022 including at least 1 mission in Kenya, Ethiopia and Somalia. A team of three consultants is required for the assignment. The consultants should have extensive experience with similar consultancies in the field of development, peace and stability and fragile contexts in East Africa. English at a professional level is a requirement. Danish is an advantage.
Budget: The budget maximum is DKK 850.000 with an estimate of 75 days.
