Formulation of a strategic framework for the new Danish global forest program

BACKGROUND: The Danish government has dedicated 350 million DKK on the Finance Bill for 2024 to support forest and nature. This amount is part of an overall allocation of 1 billion DKK over the period 2024-2027. The support will primarily focus on forest and other wooded lands that are under increasing pressure as a result of deforestation and forest degradation. The objective of the support will be, among other things, to contribute to climate adaptation and mitigation, protection of biodiversity, and sustainable social and economic development for local communities, including indigenous peoples.
OBJECTIVE: The objective of the assignment is:
1) To develop the overall strategic framework for the overall Danish support of 1 billion DKK to forest. The strategic framework should provide a clear direction in terms of overall impact, objective and desired outcome of the support.
2) To develop project documents, with all the required annexes, for four projects under the framework.
PURPOSE: The purpose of the assignment is to develop a strategic framework for the new Danish forest program. The framework should be aligned with the overall strategic and political priorities of the Danish Government. Furthermore, the strategic framework should clearly identify how the projects will contribute to the overall impact framework.
SCOPE OF WORK: The assignment will consist of two main elements:
1) Develop the overall strategic framework for the Danish forest intervention of 1 billion DKK;
2) Formulation of project documents, including relevant annexes for four projects under the strategic framework. The projects are expected to be: 1) Support to the Amazon Fond (150 million DKK), 2) Support to Central African Forest Initiative – CAFI, 3) and 4) Support to bilateral programs in two east-African countries (to be identified in January).
In addition to the two main elements, the assignment will also include identification of concrete opportunities for further support to new projects for the remaining funds under the strategic framework.
DELIVERABLES: The assignment will include the following outputs:
1) An overall inception note outlining the understanding of the whole assignment and detailing the work plan for the elaboration of the strategic framework as well as the specific project documents.
2) A draft and final Strategic Framework document
3) Draft project documents for the four individual projects, incl. all annexes, following the guidance and requirements of Danida AMG and subject to GDK approval.
4) Final version of the standard project documentation taking into consideration the feedback and comments from both the Program Committee and the appraisal.
TIMING: The assignment is expected to start as soon as possible (preferably February 2024) and should be finalized by September 2024 (or as soon as possible after the appraisal).
BUDGET: The budget maximum is DKK 750,000.00 net of VAT.
