Background and context

The MFA is interested to learn from past experiences with fund manager arrangements to identify any possible areas where MFA guidelines could be adjusted to improve future cooperation with private non-profit and for-profit fund managers. To assist in this task the MFA is looking for a consultant with a good understanding of the administrative and financial management guidelines for the management of Danish development assistance. 

Objective

The objective of the assignment is to identify administrative and financial challenges in past fund manager arrangements and suggest ways in which such challenges can be minimised in future fund manager cooperations. 

Scope of work

The scope of work will include, but not necessarily, be limited to:

A mapping and clustering of administrative and financial compliance challenges in past fund manager cooperations based on an existing internal compilation of experiences. Issues to consider should include, but not necessarily be limited to:  

o Local partner selection processes, local partner assessments.
o Financial aspects of MFA grant management and arrangements for sub grantee management where relevant. 
o Procurement processes 
o Oversight: MFA contract management, fund manager HQ vis-à-vis locally established fund manager secretariats and fund manager secretariats’ oversight of local partners and/or sub grantees.
o Fund Manager willingness to take ownership of programmatic aspects such as proposing adjustments of work plans, results frameworks, risk mitigation etc. as/if needed.

Detailed case study of between 5-10 fund manager arrangements representing a variety of experiences from most challenging to well managed in order to enrich the understanding of the general patterns identified.

Descriptive statistics on c-cases, implementation delays, budget changes, donor constellations, service providers (consultants), geography, administrative costs and burdens etc.

Suggestions for updates of existing guidelines, or the development of additional guidelines, to address challenges identified.

Criteria for selection 

A minimum of three and a maximum of five applicants with references best suited for the assignment will be invited to submit a tender.
